Dubai shared housing: the 8 September 2027 deadline and the fines
Existing shared housing in Dubai has until 8 September 2027 to meet the new law. What the grace period covers, what it does not, and the fines and other penalties under Law No. 4 of 2026.
Dubai's shared-housing law is now in force. Buildings that were already used for shared housing have a one-year window to come into line. This page covers the dates, what the grace period does and does not cover, and the penalties.

Key dates
- Law in force: 8 September 2026. Article 40 of Law No. 4 of 2026 says the law takes effect 180 days after it is published in the Official Gazette. The Dubai Municipality circular and the Government of Dubai Media Office both give 8 September 2026 as the start date.
- Applications open: 8 September 2026. From that day, shared-housing applications can be made on the Dubai Building Platform (circular).
- Regularisation deadline: 8 September 2027. Article 37 gives owners and establishments that were already running shared housing before the law took effect one year from that date to comply. This includes those in special development zones and free zones. The Director General of Dubai Municipality may extend this once, if needed.
What the grace period does not cover
The year to regularise is not a free pass for everything. The circular (point 1) says it does not cover building violations or unauthorised changes of use. These must be removed to protect lives and property. The Media Office said the same: the regularisation period does not exempt owners from fixing building violations, unauthorised changes of use or other conditions that put public safety at risk.
Separately, Article 25 says a landlord may not alter, divide or add to the unit or building, or change its permitted use, without the required permits and approvals.
Fines
Under Article 29:
- A breach of the law, or of the decisions issued under it, carries a fine of AED 500 to AED 500,000.
- If the same breach is repeated within one year, the fine doubles, up to a maximum of AED 1,000,000.
- The Chairman of the Executive Council sets, by decision, which acts count as violations and the fine for each. We have not yet found that decision published.
Other penalties
On top of a fine, Article 29 lets the Dubai Land Department or the competent authority take one or more of these measures:
- Suspend the establishment's activity for up to six months
- Cancel the permit
- Ask the licensing authority to cancel the establishment's trade licence
- Cut public services to the unit until the violation is fixed
- Refuse any transactions on the unit
- Refuse building permits for the unit until the violation is fixed
- Seize equipment used in the violation, or used to reconnect cut services
- Refuse to register leases or management contracts for the unit until the violation is fixed
- Evict a unit that breaks its permit conditions, on the order of the execution judge
These measures do not rule out civil or criminal liability where it applies.
If you live in a building that is penalised
Article 29 also protects residents. If an establishment is suspended or its permit is cancelled, the residents keep the right to stay in the unit for a period set by the competent authority. The authority must give residents enough time to move somewhere else.
What to do now
If you own or operate shared housing:
- Check that the building is in an approved area and fits a single category (individuals or families).
- Appoint an engineering consultancy and start the permit application on the Dubai Building Platform.
- Remove any unauthorised partitions or changes of use now. The grace period does not cover them.
If you are a resident:
- Ask your landlord whether the building has a shared-housing permit, or has applied for one.
- Keep copies of your contract and receipts.
