Which areas in Dubai allow shared housing?
Shared housing in Dubai is only allowed in areas approved by Dubai Municipality. Here is what is officially confirmed so far, which roads are family-only, and how to check a listing.
Under Dubai's shared-housing law, a building or villa can only be used for shared housing in an area the authorities have approved for it. Where the home is matters as much as how it is laid out.

The rule
Dubai Municipality's circular of 7 September 2026 (point 8) says no building or villa may be used for shared housing except in areas permitted by the Municipality and the other competent authorities.
The Municipality's technical guide (section 3.1) explains how those areas are chosen. They are set out in a planning map issued by the Municipality, based on planning studies and urban analysis. The aim is to match housing needs while protecting the quality of residential areas.
Areas confirmed so far
On 7 October 2026, the Government of Dubai Media Office said Dubai Municipality has identified more than 44 approved areas so far. It named six of them:
- Al Souq Al Kabeer
- Al Ras
- Al Warqa 1
- Al Barsha 1
- Al Muraqqabat
- Al Rigga
The same announcement said more areas will be announced once they are approved.
We have not found an official source that lists all 44 or more areas by name. If an area is not on the list above, that does not mean it is banned. It means we cannot point you to an official source that confirms it yet. We will update this page when the full list is published officially.
Roads where only families are allowed
Even inside approved areas, some land is limited to family housing. The technical guide (sections 3.3 and 5) excludes land on vital tourist and commercial streets from housing individuals. Shared housing there is limited to families. The guide names these roads, among others:
- Bani Yas Street
- Sheikh Zayed Road
- Jumeirah Street
- Al Wasl Road
So a "men only" or "women only" shared home on one of these roads does not fit the guide, even if the wider area is approved.
The whole building, one category
Approval is not room by room. The circular says the whole building or villa must be allocated to shared housing, not just part of it (point 9). The whole building must also house one category only: individuals or families, never both (point 10).
Free zones and special development zones
The law applies across the emirate. Article 37 says owners and operators in special development zones and free zones also have to bring existing shared housing into line with it. The "competent authority" in Article 2 includes the authorities that supervise those zones as well as Dubai Municipality.
How to check a listing
If you are looking for a room:
- Check the area against the official list above. If it is not there, ask the operator which approval their building has.
- Look for the permit number and the operator's trade name on the ad. Article 27 of the law requires both on every printed or digital ad for shared housing.
- When you visit, look for the sign on the building. Under Article 25, the operator must put a sign in a visible place on the front of the unit, with the operator's details in Arabic and English and the category of shared housing.
- If the building is on one of the family-only roads, it should not be offering rooms to individuals.
If you own or operate a building:
- Check whether your building is in an approved area before you spend anything on works. If it is not, it cannot be allocated to shared housing under the circular.
- Your appointed engineering consultancy submits the application through the Dubai Building Platform (circular, point 3).
